Yes, UPlay account required. It's 100% free for a UPlay account, but I don't believe that Co-Op needs a UPlay account. Only PS+. As I thought (thanks to the Ubisoft FAQs section, UPlay is not required. Unfortunately you both have to best the first tutorial island before co-op is activated.
